In order to build a city in the Cookie Clicker City game, you need to unlock upgrades. With each upgrade, you can create a new building for your city. However, the first upgrade is the Cursor. It won't help to build the cookie city. Instead, Cursors is only for 0.1 click power per second. If you want to build a big city, you need to unlock more expensive upgrades.

Note that the number of upgrades is unlimited and you can unlock many same items. The more upgrades you unlock, the more cookies you can produce.
